Mentally gifted is defined by the
Pennsylvania Department of Education as outstanding intellectual and creative
ability, the development of which requires specially designed programs or
support services, or both, not ordinarily provided in the regular education

academic performance, standardized test scores, gifted matrix ratings, and
intelligence testing. Students may be referred for screening by the
classroom teacher, a parent, or by the students themselves (when
